On my iPhone:
- Reminders Lists are regularily moved to the bottom of all Lists.
- When duplicating a Task (Quick Actions) with a photo attached the photo is not copied.

If Reminders lists are moving to the bottom, connection to Reminders database has been reset. It should normally not happen. Try 'Settings - Advanced - Delete Local Cache' and see how it goes. If the issue persists, please let me know.
Attachments are saved per task in iCloud Drive and it's not copied like you mentioned. I'll keep it on the list to consider.
