When moving a task up to the first position before the tasks that are on top because of a due TIME, the moved task inherits the time of the previous one (befor that it had no due time). The only solution is to move the task to the second position before the tasks with due times and then drag the first task without due time below it.

If you drag and drop a task, values will be changed according to sort option. If sort option is set to due date, it'll set due date/time accordingly. If you need to set due date and time precisely, I recommend using quick actions to adjust it rather than drag and drop.
If it's not working to meet the sort options, please let me know with more details.
