Is there a way to do this? I see others.plist has some template information but do not want to edit it directly and download if I can avoid it. Want to use my PC to edit the templates as it is simpler. Not a big ask but wanted to know.

Like you said, templates are saved in others.plist to be synced through devices. If you're planning to edit the file itself in PC, you can edit that file and then change the file in iCloud Drive. After that, inside 'iCloud sync' page, while 'Automatic Pref Sync' is turned off, check 'Others' only and select Download. This will bring others.plist only to the device.
