When I create a new task in GoodTask it shows up in the iOS reminders app but never shows up in my outlook.com reminders tab.

Sync between iOS device and Outlook.com may not be fast enough. You may try checking default Settings app's 'Password & Accounts' section for connection. Also try checking MS To-do app on iOS to see if data went in or not.
