I cannot add the quick Action "Skip" to the context menu... It is check marked in menu where the other quick actions are check marked for the context menu, but it does not show up with the other items in the context menu when I long click/hold on a recurring task. Any help is appreciated...

'Skip' action was available inside context menu before it made into Quick Actions which might have caused the issue.
You can go into 'Settings - General - Context Menu' and check 'Skip' at the top section. It'll be shown on recurring tasks.
