I created a QuickAction that assigns a task to "Today" and a specific time. Those are the only two parameters (set separately, because that's how the interface requires it). But the QuickAction doesn't do anything.

Thanks for the feedback. Start date can't be later than due date. I recommend adjusting due date first. Thanks!
I was running the QuickAction at 6am and 7:25am, though
I mean that the due date of the task which you're running quick action at should have a later date. Hope it made sense. Thanks!

The two actions I'm running are to change it to "Today" and set the time. Shouldn't that work regardless of what date is set for the task?
If it only works when you're setting the date and time to something in the future, it should still work when I do it at 6am for a 9am start time, shouldn't it?
You need to focus on 'Due date' rather than current time. Since GoodTask is based on Reminders app's data, the main source of date is 'Due date'. Start date is something that's under the hood but not used in Reminders. So you need to have due date first to have start date. Also start date can't be later than the due date. I recommend setting due date first and then if you need to adjust start date, do it accordingly. Thanks!
