I believe I've found a sync error in my use case. I currently use GT on all 3 standard devices (macOS, iPadOS, iOS) and the workflow is generally functional and syncing data between devices doesn't have any major problems. However, I've noticed that the Today Page doesn't sync correctly across all 3 devices.
If I start the Today Page on my iOS device, the data will propagate to macOS but not to iPadOS. If I start the today page from my iPad device, the data propagates to mac, but not to iOS. Starting the Today page from macOS will propagate to both.
Is there a sync option I am ignoring?

Today page sync is managed by files in iCloud Drive. You may want to check if your iCloud Drive is working properly. You can do it by opening Files app on iOS and Finder on Mac.
Since it gets synced on all devices on some situations, iCloud Drive is probably all turned on ok. It could be something related to network conditions or device situations.
Restarting the device or having enough space could be ways to resolve the issue. It might have prevent active sync to the files.
Checking files in Finder app may hit the trigger and start the sync too.

You're probably right! I did receive a notification from iOS that my storage was full this morning, and while I can't be absolutely sure, I know that my iOS storage has been full in the past and there have been days where things didn't sync specifically on iOS —> other devices.
I'm not in a position at the moment to free up more space and test your theory but I'm fairly certain that you're correct and freeing up space will solve the issue, so I'll consider this problem solved
